In
pursuance of the decision in the 27th Meeting of NCR Planning Board
held on 28th October, 2004 the following scheme is being introduced
for development of city forests in the National Capital Region (NCR) and
Counter Magnet Areas (CMAs) as part for Green NCR drive.
Objectives of the Scheme
·
To bring 10% of
the total land area in the NCR and the CMAs under city forests and green cover
by 2021, in consonance with the policies of the Regional Plan 2021 of the
Board.
Concept of city forest
·
City Forests:
City Forests may be developed within the urbanisable
area of the towns or within the controlled area of the NCR and CMAs. The city
forests may be taken up on river banks, sanitary landfill sites, village common
lands, wastelands, on vacant land along the roads, canals, highways, railway
tracks, drains, abandoned mines and around mining areas etc. in order to bring
more areas under forest so as to maintain ecological balance and to improve the
quality of environment in the Region.
Scope of the scheme
·
State
Governments/implementing agencies will identify the suitable land (the land
should be already in possession of the State Government / implementing agency to
avail benefit under the scheme).
·
The city forest
created under the scheme shall be maintained by State Governments/ implementing
agencies concerned.
·
State
Governments/implementing agencies will select suitable plants/ trees in
consultation with State Forest Department and other Government Agencies.
·
Under the scheme
a part of the cost of development based on a normative rate of survival of
1,000 plants per hectare of the City Forests will be borne by the Board under
for promotion of GreenNCR. This incentive scheme shall be valid for one year
from the date of its approval and circulation, The
projects sanctioned during this year would however will be maintained for three

Terms & Conditions
·
In order to
avail the benefits under the scheme, the State Governments/Implementing
Agencies will submit Detailed Project Report (DPR) to the NCR Planning Board on
the format given at Annexure A.
·
The project
reports will be submitted to the NCR Planning Board with a copy to the NCR
Cells concerned for the Sub-Regions and to Counter Magnet Development
Authorities for Counter Magnet Areas.
·
The minimum area
(contiguous patch of land) to be covered under the project should be 4.5
hectare for availing the benefit under the scheme (project with area less then
4.5 hectares will be considered on case to case basis by the Project
Sanctioning & Monitoring Group (PSMG) of the Board).
·
It will be the
responsibility of the implementing agency to maintain the plants in good and
healthy condition.
·
Payment by NCRPB
shall be based on a normative rate of survival of 1,000 plants per hectare. In
case any mortality of plants, the same shall be replaced within seven days by plants
of height similar to that of existing plants by the implementing agency or
contractor (in case work is being carried out on contract basis) no additional
payment shall be made by the Board for this purpose.
·
Site is required
to be prepared immediately (without waiting for formal approval of the DPR by
the Board) for ground leveling, weeding,
digging holes for planting trees etc., so that plantation can be done before
the onset of monsoons.
Monitoring
·
The Board will
monitor the implementation of the above projects for city forest at regular
intervals.
·
The team from
NCR Planning Board will carry out site visits for the purpose of monitoring
these projects from time to time.
·
All the State
Governments/implementing agencies concerned will submit Quarterly Progress Report
to NCR Planning Board through NCR Cells/Counter Magnet Development Authorities
on the format enclosed at Annexure B.
The quarterly progress report will be submitted so as to reach NCR Planning
Board by 15th of the month following the end of each quarter of the
financial year. Quarterly Progress Report shall also give progress of the city
forests and green cover developed by the State Governments/implementing
agencies by their own efforts along with those developed under the above
scheme.
