Incentive scheme for innovative projects in the NCR and the CMAs financed by the National Capital Region Planning Board.

 

In pursuance of the decision taken in the 27th Meeting of the NCR Planning Board held on 28th October, 2004, the following scheme is being introduced for promotion of innovative technology and best practices for water conservation and treatment / recycle, use of alternative sources of energy and tree plantation, along with infrastructure development in the National Capital Region (NCR) and the Counter Magnet Areas (CMAs).

 

Objectives of the scheme:

  

The objectives of the scheme are to promote the following, along with infrastructure development, in order to improve the environment and minimize pollution in the NCR and the CMAs:

 

a.                  Water conservation and treatment/ recycle,

b.                  Renewable sources of energy, and  

c.                  Plantation of trees

 

Concept of innovative technology and best practices  

 

The concept of innovative technology and best practices in the infrastructure projects envisaged to be promoted through incentive is briefly given below:

 

a.                  Water conservation and treatment :

 

Rainwater Harvesting:  Construction of Community Rain Water Harvesting Structures; Collection Structure, Transport Channels, Treatment Units, etc. (ii) Structures for Recharging Ground Water

 

Water recycling: Construction of structures for treatment of waste water/ water recycling.

 

Minimising water losses: Adoption of technology to minimize losses of water during storage, transportation and distribution. Adopting technology and best practices for water conservation in sanitation sector  

 

The above components may be made part of the new infrastructure projects submitted to the Board for financing. 

 

(While Construction of Rain Water Harvesting /Ground Water Recharge structures, may be made compulsory for all private buildings, no incentive or loan is payable in any form to private owners of land by the Board)

 

 

 

 

b.         Alternative sources of energy: 

 

Any technology for use of the renewable sources of energy as an alternative to conventional sources of energy may form part of the infrastructure project submitted to the Board for financing. It may be in the form of :

 

(i)                 Solar energy: Components of installation of solar units including street lights, traffic signals, solar geysers etc. should form part of infrastructure projects submitted to the Board.

(ii)               Refuse derived fuel: Components of construction, installation and equipments will form part of the scheme.

(iii)              Wind energy : Technology to promote an alternative to conventional sources of energy in infrastructure projects.

(iv)             Bio-fuel: Use of bio- fuel  (use of off-grid technology). Including use of Bio-mass gasification, Bio- methanation, Bio-diesel for use in transportation, generators etc.

(v)               Energy conservation: Infrastructure projects with innovative energy saving devices, for example: construction of energy efficient buildings, use of solar passive architecture. Use of technology to minimise energy losses during transmission and distribution etc.. 

 

c.         Tree Plantation:

 

(i)                 Any waste land, vacant land in the proposed infrastructure project should be utilized for tree plantation. For example, bio-fuel plantation (Jatrofa curcas species) can be taken up as it requires minimum maintenance. Infrastructure projects submitted to the Board for financing should have minimum 5% of total project area under green cover. Existing tree plantation / orchards in the layout Plan of the proposed township/ infrastructure project submitted to the Board should be preserved and area under the orchards may be treated under green cover.

(ii)               For plantation of trees, use of technology and best practices to prevent water losses due to evaporation, efficient system of irrigation and prevention of soil moisture loss should be adopted

(iii)             Bio-composting / Vermi - culture to be promoted for manure for plantation of trees out of fallen leaves (instead of burning fallen leaves) etc.

 

Scope of the scheme

 

            State Governments and their Implementing agencies will get incentive in the form of interest free loan up to 1% of the total estimated cost of the project submitted for financing. The incentive will be restricted to those projects which have minimum 5% of the estimated cost of the project earmarked for equipments, installation for the innovative technology and best practices to promote any of the components viz water conservation and treatment, use alternative sources of energy and tree plantation as given at (a) to (c) above.

 

 

Terms and Conditions                                                        

 

1.      In order to avail the benefits under the scheme the State Governments/ Implementing Agencies will submit Detailed Project Report (DPR) including components as mentioned at (a) to (c) above, to the NCR Planning Board on the prescribed formats (already in use) through the NCR Cells in the respective Sub-regions and through Counter Magnet Development Authorities for Counter Magnet Areas.

2.      The incentive provided to the implementing agencies will be withdrawn if it is found during the verification of the project that innovative technology/best practices for which incentive had been sanctioned are not being complied with.

3.      The scheme shall be applicable only for new projects approved after the date of the approval of the scheme by the Board.

4.      This incentive will be in addition to the existing performance linked incentive circulated vide Board letter No. B-20018(7)/2003-04-NCRPB, dated 5-8-2004.

 

Operational mechanism:

 

  1. In case the cost of the project at the time of the completion is less than the estimated cost then the incentive will be restricted to 1% of the actual cost of the project at the time of the completion.
  2. In case the actual expenditure exceeds the estimated cost, the incentive shall be restricted to 1% the estimated cost approved at the time of sanction of the project. In other words, incentive shall not be payable for increase in the cost at the time of implementation.
  3. The incentive of 1% shall be restricted to only those projects where the loan component is 75% of the actual cost. In case the loan component is less then 75% of the actual cost, the percentage of incentive shall also be proportionately reduced.
  4. The incentive will be worked out on the cost of the project and would be adjusted against the last payment due to the Board from the implementing agency.

               NCR Planning Board in its 27th meeting held on the 28th October, 2004 had approved the proposal ‘Incentive scheme for innovative projects in the NCR and the CMAs’, with financial assistance from the Board.  Relevant extracts of Agenda Notes and Minutes of the 27th meeting of the Board are enclosed for kind perusal. 

 

            In pursuance to above decision, a draft scheme has been prepared which is placed below for approval of the Secretary (UD) as Chairman of the Project Sanctioning & Monitoring Group (PSMG-I) of the Board.
